A licensed Professional Engineer in the state of NC, Donald Carter (“Don”) has more than 30 years of experience in engineering, design, construction, economic development, and environmental consulting. He is a North Carolina native who was born and raised in Clinton in Sampson County. Don holds a Bachelor’s degree and a Master’s degree in Civil Engineering, both from North Carolina State University.
As a Principal of Raleigh Development Company (RDC), which he formed with Bobby Lewis in 2003, Don has strategically re-positioned Capital Bank Plaza, a 15-story commercial office building, into a modern, technologically advanced, Class A office building. Through his leadership over the past 14 years, the building has maintained greater than 95% average occupancy with a high level of tenant satisfaction, while significantly reducing the building’s carbon footprint. He has led the financial analysis of all RDC property transactions in the past 14 years, and has managed and directed the re-investment of cash generated by RDC properties into liquid and semi-liquid holdings, with excellent returns.
Prior to forming RDC, Don was a major owner of S&ME, Inc., one of the largest engineering consulting companies based in North Carolina. While at S&ME, Inc., Don served as a company officer and a member of the board of directors. He has received numerous awards and was named North Carolina Young Engineer of the Year in 1984.
BOBBY R. LEWIS
Bobby Lewis is a lifelong resident of the Triangle region with over twenty years of experience in commercial real estate and development. Fifteen years ago Bobby founded Raleigh Commercial Realty & Development, a firm dedicated to developing both new projects and underutilized urban properties. Raleigh Commercial has been involved in property transactions and investments totaling more than $50 million in the Raleigh area. Bobby Lewis’ years of experience have given him a broad understanding of the Triangle’s commercial real estate market and have instilled in him a deep commitment to downtown Raleigh. In 2003 he teamed up with Don Carter to form Raleigh Development Company, which recently acquired Capital Bank Plaza. Bobby Lewis currently serves as a member of the Wake County Planning Board. In addition, he donates time to the local Boy Scout council, serves on North Carolina State University’s Coalition 2000 committee, and is active in community affairs and local and state politics.

Jacqueline Barker, a native of Cincinnati, Ohio, moved to North Carolina in 1999. She currently serves as Property Manager with RDC Property Management, located in the heart of downtown Raleigh. Her responsibilities include company accounting, invoicing, accounts receivable, lease implementation, office up-fits, building maintenance and security management for all properties owned by Raleigh Development Company, including the Capital Bank Plaza building. Prior to her current position Jacqueline served as the Property Manager for Modern Continental at the Capital Bank Plaza building in downtown Raleigh. In this capacity she was responsible for lease implementation, office up fits, building maintenance and security. She previously served as office manager of Modern Continental Enterprises’ Wake Forest, North Carolina location.
Chris Carter was born and raised in Raleigh, North Carolina. He is a graduate of North Carolina State University with Bachelor’s degrees in Business Management and Political Science and a Master’s degree in Geospatial Science. Prior to joining RDC, Chris worked for multiple homebuilders around the Triangle performing various land acquisition and development functions. He worked his way through the industry starting as an analyst, then severing in several managerial roles, and eventually culminating as the Director of Forward Planning for the Raleigh Division of a major, publicly traded homebuilder. He comes to RDC as a well-rounded real estate professional with broad experience in market analysis, financial analysis, structuring transactions, property due diligence, community design, entitlement, and land development. At RDC, Chris is responsible for overseeing day to day operations of the company as well as leading longer-term strategic objectives.
Shawn Winterberger, a native of Forestville, New York, moved to North Carolina in 1988. He currently serves as the Maintenance Supervisor for RDC Property Management, and is based in Capital Bank Plaza in downtown Raleigh. He has more than 20 years of experience as a production maintenance mechanic in the electronics industry and over 10 years of experience in property maintenance. Shawn received an HVAC program certificate from Wake Technical College and a Maintenance Management Program certificate from McKimmon Center at NC State University. His previous property maintenance employers include; Trammel Crow, NAI Carolantic, The Sage Company, Portfolio Property Management, and Grubb & Ellis (now Avison Young). Shawn and his wife, Connie, are residents of Garner.
