A licensed Professional Engineer in the state of NC, Donald Carter (“Don”) has more than 30 years of experience in engineering, design, construction, economic development, and environmental consulting. He is a North Carolina native who was born and raised in Clinton in Sampson County. Don holds a Bachelor’s degree and a Master’s degree in Civil Engineering, both from North Carolina State University. 

As a Principal of Raleigh Development Company (RDC), which he formed with Bobby Lewis in 2003, Don has strategically re-positioned Capital Bank Plaza, a 15-story commercial office building, into a modern, technologically advanced, Class A office building.  Through his leadership over the past 14 years, the building has maintained greater than 95% average occupancy with a high level of tenant satisfaction, while significantly reducing the building’s carbon footprint. He has led the financial analysis of all RDC property transactions in the past 14 years, and has managed and directed the re-investment of cash generated by RDC properties into liquid and semi-liquid holdings, with excellent returns.

Prior to forming RDC, Don was a major owner of S&ME, Inc., one of the largest engineering consulting companies based in North Carolina. While at S&ME, Inc., Don served as a company officer and a member of the board of directors. He has received numerous awards and was named North Carolina Young Engineer of the Year in 1984.

BOBBY R. LEWIS
principal

Bobby Lewis a longtime resident of the Triangle region with 30 years experience in commercial real estate and development. Bobby founded Raleigh Commercial Realty & Development in 1988, a firm dedicated to developing both new projects and underutilized urban properties mostly in and around the Downtown area. Bobby's years of experience has given him a broad understanding of the Triangle's commercial real estate market and instilled in him a deep commitment to Raleigh's growth. In 2003, he teamed up with Don Carter to form Raleigh Development Company acquiring the Capital Bank Plaza building on Fayetteville Street in downtown Raleigh where RDC maintains their offices. Some of Bobby's involvement in local government and community affairs over the years include Boy Scouts of America, the Wake County Planning board, The State Club board member, Charter member of the Lonnie Poole golf course (sponsoring hole number 8), Paragon Bank advisory board member, 20 year active member of the Chamber of commerce and the Chamber Sports Council. While serving on these boards, a few of his contributions include, working with the economic development committee and recruiting major sports to the Triangle area.

Bobby received the Sir Walter Raleigh Award for his redevelopment of the 5 Points/Fairview Road area in Raleigh to up-scale shops and restaurants.

Bobby's involvement in local, state and national politics includes two U.S Senate and two Presidential campaigns, as well as several state, county and city campaigns.

jacqueline s. barker
Property manager

A business professional and Notary Public with more than 19 years of property management experience, Jacqueline Barker has been with Raleigh Development Company for 15 years. In her current role as Property Manager of RDC Property Management, Jacqueline handles the company’s accounting, invoicing, lease implementation, office up-fits, building maintenance, and security management for all properties owned by RDC. She is committed to excellence tenant service with a personal touch. She knows most of the tenant’s employees by name, greeting them each morning. She is also a broker for Raleigh Commercial Realty. Before taking on her current role, she served as the Property Manager for Modern Continental in Raleigh and Office Manager for Modern Continental Enterprises in Wake Forest, NC. Born in Cincinnati, Ohio, she moved to North Carolina in 1999.

CHRIS CARTER
VICE PRESIDENT

Chris Carter was born and raised in Raleigh, North Carolina. He is a graduate of North Carolina State University with Bachelor’s degrees in Business Management and Political Science and a Master’s degree in Geospatial Science. Prior to joining RDC, Chris worked for multiple homebuilders around the Triangle performing various land acquisition and development functions. He worked his way through the industry starting as an analyst, then severing in several managerial roles, and eventually culminating as the Director of Forward Planning for the Raleigh Division of a major, publicly traded homebuilder. He comes to RDC as a well-rounded real estate professional with broad experience in market analysis, financial analysis, structuring transactions, property due diligence, community design, entitlement, and land development. At RDC, Chris is responsible for overseeing day to day operations of the company as well as leading longer-term strategic objectives.

SHAWN WINTERBERGER
MAINTENANCE SUPERVISOR

Shawn Winterberger, a native of Forestville, New York, moved to North Carolina in 1988. He currently serves as the Maintenance Supervisor for RDC Property Management, and is based in Capital Bank Plaza in downtown Raleigh. He has more than 20 years of experience as a production maintenance mechanic in the electronics industry and over 15 years of experience in property maintenance, 7 of those years with RDC Property Management. Shawn received an HVAC program certificate from Wake Technical College and a Maintenance Management Program certificate from McKimmon Center at NC State University. His previous property maintenance employers include; Trammel Crow, NAI Carolantic, The Sage Company, Portfolio Property Management, and Grubb & Ellis (now Avison Young).
